Whether to pay before or after visa

Do i need to pay the total visa fee for multiple-entry visa with 6-month validity before submitting passport? If no, then how much do i need to pay before submitting my passport. if yes, what will happen to my money if am refused for the visa?

You should pay visa fees with visa pay slip in the Standard Chartered Bank (Opeibia Branch) when you collect your visa rather than before submitting passport. The Embassy doesn't accept cash payment. If your visa application is denied, you don't need to pay for visa fee.
