Z-visa

I'm planning to work in Beijing, China as a U.S. Citizen starting March. I've been waiting here in the U.S. to receive my invitation letter from my employer, however, I was told today that it cannot be sent to me until after the Chinese New Year Holiday is over.

My question is, can I be issued with z-visa in France since I'm planning to leave America soon and will be staying in France by the time the invitation letter is ready?
