Is a China visa required for less than 24 hours stay in Shanghai?

We arrive by cruise ship at Shanghai on Sunday 25th. March at 0600 and depart 1800 the same day.
After reading paragraph 2 citizens fom Australia are permited to transit Shanghai for 48 hours. We intend to go on a day tour by the ships contractor. The ship is the Sea Princess from Sydney coming from Hong Kong

K. Stevenson, please apply for a single entry China visa in advance for the stop of cruise in Shanghai port. The 48 hours visa free transit just refers to passengers who change flights in Hongqiao Airport or Pudong Airport.

If you don't obtain a China visa in advance, you have to apply for a Disembarkation Card at the visa office of Shanghai port when you arrive.
