You can apply for passport renewal through Indian Consulate in Shanghai,
From 1st March 2010, online application for passports except for miscellaneous services like ECNR/PCC is mandatory. Indian citizens are advised to register online for a new/reissue/replacement for lost/damaged/additional passport booklet at http://www.passport.gov.in/nri/OnlineRegistration.jsp?pocode=CHNS and submit the print-out at the consulate after completing the unprinted portions of the application by hand, pasting the required no. of photos and enclosing the required documents. They can submit the online registered application any day during working hours (9 am to 12 pm) ignoring the date and time given by the system. The online registration is free of cost.
Besides filling in the application form, four square sized 2 inch*2 inch [51mm*51mm] photographs with light background would be required. As your photograph is scanned and printed on the passport, it should be of a high quality for reproduction and conform to International Civil Aviation Organization specifications.
If your passport is not issued from Shanghai, you have to submit an additional reference form along with the application form.
Every attempt would be made to issue the Machine Readable Passports within 30 days. Reference cases would take longer (approximately 50 days).
