USA passport holders are not allowed to apply for a China visa on arrival, your husband can get a landing visas in Hainan because he holds a Spain passport. I know that Hainan island (Sanya or Haikou) can issue 30 days visa on arrival to aliens, however, nationals from USA and France are not allowed to apply any China visa on arrival according to some political issues.
