About:China Visa on Arrival

Visa on Arrival for tourist from Phillippines.

I have a friend from the Phillippines who would like to tour Shanghai for a few days, can she apply for visa on arrival? What documents would she need?

If she can't apply for visa on arrival, how long does it take to get a visa as she plan to travel to Shanghai 10 days later and her flight has been booked?
