chinese citizen in the Philippines without Chinese passport

my father hold an alien certificate of registration here in the philippines because he is a chinese citizen. however, he does not have a chinese passport. and when he tried applying for a chinese passport, he was not given one because he could not provide his fathers birth certificate.

in line with this, could he still possibly get a chinese visa?

Hi. My father is a chinese citizen born and raised here in the Philippines. His birth certificate indicates chinese as his citizenship. And eversine he has been paying yearly for his alien certificate of registration here in the philippines. Now he wants to apply for a chinese passport and the chinese embassy is asking for his father's birth certificate. However, we could not present the birth certificate of his father, only the death certificate. He already brought his mother's birth certificate and documents but it was denied. Are there any alternatives for this? thank you in advance.

Does your father can provide the passport of his father?

It is impossible for him to get a Chinese visa because he is a Chinese citizen. Even though he holds an Alien Certificate of Registration in the Philippines, however, he is not regarded as a Filipino. He has to prepare all requirements for Chinese passport application to apply for a Chinese passport.

he could not provide because it was destroyed in a fire. but he has his mother's passport and other documents. his mother is also a chinese and candian citizen. would this suffice?

It is not sufficient, the both passports of parents are required for Chinese passport application. Now, there is no other option, your father has to go to the embassy in person to have a talk with the staff of visa office of the embassy and explain the whole thing, if the staff can understand him, maybe he will issue a Chinese passport to your father.
