Is it true traveling from phils. to china required a Departure Permit?

We are from Phils. and we already have an employer in China. They said "They already got all the documents for the "Z" visa. However, as new Rules & Regulation of the Philippine government, the Band Members need apply a "Departure Permit". To apply this permit, they need to provide the original contract with notarization by the Shenzhen Notarization Bureau. They did consult them, but they refuse to do the notarization.

Yes, it is true that Philippine Overseas Employment Administration (POEA) asks Filipino Overseas Workers to apply for "Departure Permit".

Please refer to http://www.ofwguide.com/poea_rules_recruitment_employment.php to read the detailed information.

Hi Jade, to whom would this departure permit apply to?

Would this only apply to "However, as new Rules & Regulation of the Philippine government, the Band Members need apply a "Departure Permit"."

What if I have a Z visa but it is for a management position and not hired thru a recruitment agency.

Would it still apply to someone who is a frequent traveler to China with a L and F visa and a valid US visa?

Your reply would be a great help to me.. Thank you.
