What does a three year, renewable every year mean?

My husband will be a year in his company this coming Feb 2012 but he doesn't want to work in the same company for another 2 years for three reasons:1. He was hired as an English Teacher (ESL) in an academy but aside from teaching ESL he is asked to teach math, science, ICT and social studies for tutorial subjects; 2. He was not given a housing allowance although it was stated in the contract that he would be provided with a double room accommodation. His boss said that he can bring with him his family, now that we are here he said he will only give us housing allowance if the two of us will work for his company full time. (I have a 2 year old son I have to take care of so I couldn't work full time even if I wanted to besides I am only on a dependent visa not working visa). 3. The company doesn't like to process our DEPENDENT visa (son and I) if we won't work for his company (he knows that I am also a teacher in the Philippines). Can he get out from his current work and go home at the end of his first year? Can we still come back if he he decided to leave his company after a year and work here?

'A three-year, renewable every year' means that you need to change your Z Visa into Residence Permit when in China and renew it every year. You need to renew it twice for the three years.
He can get out from his current work and go home at the end of his first year and he can still come back for a new work.

Thank you for your help Edward. But how about his release letter? Somebody told me that we cannot look for another work if his company wouldn't give hive a release letter. I am sure the academy would not give him one even if he did finish his first year. Would that be needed if we are going to come back here in China? Can he, with the help of a new school, process his working permit (in the Philippines) without a release letter from his current employer?

Yes, a release letter from his previous employer is required, if the academy would not give him one after one year's work, he can apply for a work visa in the Philippines under the help of a new school. The new school has to get the Alien Employment License and Official Invitation Letter for your husband. If the release letter is required when the new school applies for the two documents for you, you will face problems.
