You can't obtain a 30 days visa on arrival at the border of Hong Kong. If you live in Mainland China now, please apply for a Permit for Travelling to and from Hong Kong and Macau and 30 days Hong Kong visa annotation at the local Exit-Entry Administrative Department of Public Security Bureau.

If you live in overseas, you have to apply for a Hong Kong Entry Permit through China embassy or consulate.
