About:China Visa on Arrival

I hold a Mexican passport and will be in Shanghai for 12 hrs on layover, can I go out 2 see city?

Can i get a visa on arrival to see the city for a few hours?

You can try to get a 24 hours stay permit when you arrive in Shanghai pudong airport or hongqiao airport, once you get it, you can leave the airport to visit this city.
