can I present an a confirmed hotel reservation voucher inplace of an inviation letter

For business visa, an invitation letter of a duly authorized unit, such as Foreign Affairs Office, is mandatory. You have to provide it, otherwise, your business visa application will be denied. A confirmed hotel reservation voucher can't substitute an invitation letter.
