Yes, you can apply China visa for them without their appearance in the embassy. (Personal appearance is required for those who are 16-21 years old)

The requirements are:
1. your and your two younger brothers' passports and photocopies
2. one passport photo of each applicant
3. three filled visa application forms V.2011A, you can fill and sign the application forms for your brothers
4. A copy of the round-trip plane ticket
5. Hotel reservation

it is the first time for you and your two younger brothers to apply for China visa, the following documents are also required:
6. original NBI clearance of each applicant
7. original bank certificate
8. school ID of your two younger brothers
9. if you are an employed person, an employment certificate, company ID, SSS ID and contributions, TIN ID and latest ITR are also required
