z visa application for the 2nd time

hi fellows, my visa was denied last Oct 2011 in manila Philippines and it's been 2 months already and i want to reapply again my visa these month, is there a possibility that i can apply again in manila.

Yes, you can apply again. But no one knows whether you'll get it or not.
