L to Z visa in Hong Kong

Im a Filipino with L visa in China. A school is willing to give me the documents needed to get a Z visa. I was wondering if I could get a Z visa in Hong Kong or I need to go back to the Philippines and get it there? I was told that the Chinese embassy in Hong Kong doesnt give Z visas for Filipinos.
