what is the difference between business visa and vistors visa

i am a dutch / netherlands citizen but have a resident permit in ghana where i live for 38 years. can i apply for a chinese visa in the netherlands or i have to apply for the visa in ghana and fill out the visa form V.2011B in addition to the visa form V.2011A
