Can Dutch citizen apply for Chinese visa in Bangkok?

A friend of mine is now in Bangkok and would like to join our trip to China, but he doesn't have a Chinese visa yet. He holds Dutch passport and has Visa on arrival (for 30 days) for his stay in Bangkok. Any possibility for him to apply for a Chinese visa here in Bangkok?

Many thanks in advance.

He can try to apply for a Chinese tourist visa (L visa) in Bangkok, according to tradition, it is not hard for a Dutch citizen to get a China L visa in Bangkok.
