Yes, your friend can apply for a China tourist visa from China consulate in Songklha. The requirements include: passport with at least one blank visa page and at least 6-month validity; visa application forms V2011A and V2011B; one recent passport; his valid Thai visa; probably Round-trip Airline Ticket, Hotel Booking in China, Traveler's Check or the Bank Deposit Certificate. It normally takes 4 working days to process a visa. But the 2-3 working day process and 1 working day process are also available with additional payment.

Dear David,

Thanks so much for your useful reply. But I have a follow-up question regarding the valid Thai Visa you mentioned on your reply (below). My friend has a tourist visa in Thailand, is this the valid visa you are referring to, for him to qualify in applying for a China Tourist Visa in Songkhla? By the way, he is a Filipino. Again, thanks in advance for your reply.

Nan, Besephine, the China visa rule for Filipinos is very strict, the Thai tourist visa can't entitle him to apply for a China tourist visa in Songklha. If he works or resides in Thailand, he can apply for a China visa in Thailand.
