Dear sirs or madams,I am traveling in Europe with a US passport. I plan to apply for Chinese visa ( F or L ) at your embassy. As a US citizen, I don´t need a visa to enter Europe and I don´t have residence permit. Please let me know if I can apply for Chinese visa at your embassy. Please let me know the address and hours of your embassy.Please also let me know the public holidays in December for your embassy.Thanks & Best Regards

You can try to apply for Chinese visa at China embassy in Portugal, I know you don't need a visa to visit Europe, however, maybe the embassy refuses to issue China visa to aliens who visit Portugal for a short time. The embassy will be closed on Dec 26 2011 for Christmas day.
