i have a 24 hr stop over bejing, then board flight to madrid can i leave the airport without visa?

As I know, passengers are permitted to leave the airport for 24 hours if they transit Beijing airport. When you arrive in Beijing airport, the immigration officer can issue you a 24 hour stay permit once you show the flight tickets and passport.
