Personal appearance in the embassy

Hello. I am a Filipino with long-term (3 years) visa here in Japan. My husband and I would like to visit my family who is also in long-term visa in Shenzen. Do we have to go personally ( I mean both of us) to apply for visa in Tokyo? Or it's ok if only one of us could come and and represent the both of us?
