why were my schoolmates given 3 months visa when they apply for one year residence permit?

My schoolmates have applied for a one-year residence permit, however they were given 3 months. Why is that? Thanks.

Whether a visa is to be issued or not, what type of visa to be issued, and the visa's period of validity, duration of stay and number of entry shall be decided by the consular officer according to Chinese laws and regulations. The visa officer won't give detailed explanation.
