Hi, is a permanent HK ID card same as smart card

Hi, I just found out you can apply for residental oversea Hk permanent ID card who has turned 18yrs and have never apply for one before in Canada. Is the permanent Id card same as a smart card? I know you have to change the oversea HK permanent card to another card within 30 days of arriving in H.K. for a updated ID card. Can I apply for the scheme $6000, holding an oversea permanent id card???????? Thanks!

yes, the permanent Id card is as same as a smart card. You can change the oversea HK permanent card to another card within 30 days after arriving in H.K. for a updated ID card.

I too would like to know if I can apply for the $6000 holding an overseas permanent id card. Please someone help.
