When does Chinese Embassy in Tripoli open, and how to get a visa from Tunisia?

When a open the Chinese Embassy in Tripoli, and how to get a visa from Tunisia, and how many days need to make.

As I know, the staff of China embassy in Tripoli has returned to Libya in September, but I don't know whether it accepts China visa application now or not. It takes about 1 weeks for visa processing from Tunisia.
