Accompanying family members must be an immediate relative of the person working in China (i.e. child or spouse). It is impossible to attach your brother on your visa for him. He can apply for a tourist visa (L visa) to visit you, then you can try to apply visa extension for him at the local Exit-Entry Adminsitration Department of Public Security Bureau.
