About:China Business Visa

If I am applying the tourist visa, am I able to perform any business related activities?

As my china counterpart did not go through the chinese government to get the letter, I couldn't apply for the F visa, is there any other way I can do? Please Advise

You can apply for a tourist visa to China, then perform any business related activities. Many aliens who can't get the official invitation letter from an government office apply for a tourist visa.
