You need to apply for a business visa to China for attending a meeting in your sister company there. Your company in Qatar needs to give you the Covering Letter and the Company's Bank Statement, the sister comopany in Hangzhou needs to go to the Hangzhou Bureau of Foreign Trade and Economic Cooperation to get an offiical invitation letter for you, then send it to you for business visa application.

If you can't provide the documents for business visa application, you have to apply for a tourist visa, but you need to provide your bank statement, round-trip flight tickets and hotel booking in Hangzhou.
