About:Chinese Embassy in U.S.A.

I am a resident of North Carolina and will be traveling to New York City next month.

Can I apply for a visa in New york if it is not my jusidiction consulate?

I'm afraid no. You cannot apply for the visa from other consulate other than your consular jurisdiction. If you cannot submit the requirements to the embassy in Washington DC in person, you can entrust someone else to do it for you.
