Why the tourist visa extension of my nephew is only up to two times, he entered China Aug. 24.

Then he had an extension last Sept. till Oct.10 and another extension till Nov. 10. Why is it that the visa officer said he can only have until November, He should go back to Philippines but isn't the extension of tourist visa is until 3 times why now only 2 times?
