About:China Visa on Arrival

is it possible to get a Chinese tourist visa on arrival at either Hong Kong or Shanghai?

Looking to get to Shanghai but had problems this week with the chinese embassy offices being closed for holiday and therefore having too many visa applications to process. Flying out Saturday night to Shanghai via Hong Kong and really need to be able to do this trip

It is possible for you to obtain a China tourist visa in Hong Kong. You can't get a visa on arrival in Shanghai.
You can apply for China visa through the Commissioner's Office of China's Foreign Affairs Ministry in Hong Kong in person, or submit your application to CTS office at the Hong Kong airport and ask the travel agency to do it for you.
