The China visa rule for Filipinos are very strict, you overstayed for 23 days in China and payed the fine, I guess that your passport has a 10 days China visa with star *, which can shows your overstayed in China. The visa officer will deny your application. You'd better get a new passport to apply for China visa. Once you get it, you can submit visa application.
