dear, can i apply for hksar by email since i dont live in tehran ? thanks.

No, application by email is not acceptable. You need to either go to the China embassy in Tehran to apply for a Hong Kong visa or mail to apply for a China visa to the address Receipt and Despatch Unit, Immigration Department, 2/F, Immigration Tower, 7 Gloucester Road, Wan Chai, Hong Kong.0

AND IS IT EVEN POSSIBLE THAT A FRIEND IN TEHRAN CAN GO THE CHINESE EMBASSY AND HAND THEM OUR COMPLETED DOCUMENTS AND EVEN THE PAYMENT SO WE DONT NEED TO TRAVEL TO TEHRAN?0

Yes, you can ask your friend in Tehran to go to Chinese embassy to hand in the completed documents and make the payment. It almost takes about 4 weeks for Hong Kong visa application if it needs the approval from Hong Kong Immigration Department.0
