Do hong kong citizen need a visa to visit China mainland?

My sister-in-law is from hong kong. She is staying in holland now. She will be jointing us to tour Beijing. Does she need a visa to Beijing? We will be there for 9 days. If so, does she need to apply in holland or in hong kong when she returns hong kong before she comes to Singapore to join us? How long will the visa take? Thank you
