There is little chance for foreigners to settle down in China forever. In your case, you could try to apply for a tourist (L) or business (F) visa to stay in China for a short term. If you want to attend a university to study Chinese for more than 6 months, you need to apply for a student visa (X visa). If you want to work here, you need a work (Z visa). Student visa and work visa allow you stay longer in China. You can submit the related requirements listed on this page https://www.travelchinaguide.com/embassy/pakistan.htm to China embassy in Pakistan (Address: Ramna 4, Diplomatic Enclave, Islamabad, Pakistan) to obtain a visa.

According to your statement, it is almost impossible for you to get a China visa. For learning Chinese language, you have to contact a university/college and ask it to send you the admission letter and Jw201/Jw202. For work in China, you have to contact an employer and the employer helps you to prepare the requirements for work visa application.

Pakistani are not allowed to apply for individul tourist visa to China. Therefore, it is very hard for you to settle down in China.
