One cannot renew the HKID outside hong kong. But since you are going to renew the passport too, the Consulate General of China in Toronto will give you a new valid HKID too. You should submit the following requirements in person to get a new passport:
1. Original passport
2. Canadian resident permit (such as the card of maple leaf) and its photocopy
3. passport application form
4. two recent passport photos
5. If you have obtained the card of maple leaf for more than 5 years, a non-Canadian nationality certificate is needed
6. if your original passport is damaged, you should also submit a written material stating the reason
7. other deemed necessary requirements by the consulate
