If you don't hold Tai-Bao-Zheng, you have to apply for a China Travel Document to enter China. The visa on arrival is not applicable for you at Xiamen airport.

Taiwan passport is not recognized by China government. You can only use a Tai-Bao-Zheng or China Travel Document to enter Mainland China. If your Tai-Bao-Zheng is not stamped with a visa annotation, you can apply for the visa annotation at Xiamen airport.

Nancy, you are not right, Taiwanese can apply for single-entry visa on arrival at Xiamen airport by showing their original Taiwan passport, Taiwan ID, one photo and paying RMB 100.
