Can I apply for a visitor visa no matter I have the HK permanent ID Card?

I just got in May a HK permanent ID card ***AO, I am going this December to HK for 2 weeks and also going to China in a 15 days trip to visit my relatives.
I have applied for a HK passport on line and going to pick it up when I am there.
Since the Home Return Permit can take over 15 days, I don't think I will have enough time to apply to a HRP.

Can I apply for a visitor visa no matter I have the HK permanent ID Card?

Yes, you can apply for a China visa by using your foreign passport even though you also hold HK permanent ID card
