New South Wales is under the consular jurisdiction of China Consulate in Sydney, you need to submit visa application to China Visa Application Service Center in Sydney (CVASC) because the Sydney Consulate doesn't accept China visa application from ordinary passport holders.

The CVASC in Syndey accepts visa application by post, Mail application needs 10 working days for processing(from the day of receipt to the day of mailing out), no express service. The time is pressing if you apply by post.
