Can I get the visa from the consulate in Colombo if I bring all necessary documents to Colombo. Please let me know

Which type of China visa do you apply? China embassy in Colombo doesn't issue individual tourist visa to nationals of Sri Lanka. If you apply for business visa to China, you can get it from Chinese embassy in Colombo. In fact, it is possible for you to China visa in UAE because you work in UAE, UAE resident visa valid for more than 6 months is required.
