Yes, you can apply for a visa in singapore. But I'm not sure. It depends on the embassy officer. You need to submit the following requirments to China Visa Application Service Centre ( 22 Malacca Street, #09-00 Royal Brothers Building, Singapore) and they will process the visa for you:
1. passport with blank pages and at least 6 months validity left before expiration.
2. completely filled Visa Application Forms (Form V2011A and Form V2011B) affixed with passport photo and
3. "Invitation Letter of Duly Authorized Unit" or "Confirmation Letter of Invitation"
4. A copy of the round-trip plane ticket
5. Hotel reservation / invitation letter with a copy of the inviter's valid residence visa and passport information page or inviter's Chinese national identity card and the company's business registration.
6. Previously used China visa in old or new passport (Only visa stickers will be accepted).
7.If this will be your first time to China, you should also offer following:
a) original NBI clearance valid for travel abroad
b) employment certificate, company ID, SSS ID and contributions, TIN ID and latest ITR
8. The emergency contact information page in the applicant's passport should be filled out and photocopied.
9. Other documents required by the visa officers if necessary.

Hi,

I'm a Filipino working here in Singapore. I just applied my Chinese visa yesterday. Aug.25. I'm going to Shanghai this Sept 8. You can apply directly at CVASC with your documents. or book an appointment online. Be sure to apply only at least 2 weeks before your intended entry to China. Prior to my application yesterday, I already applied a month ago but the officer in the center told me that I was too early for my application and I was advised to go back at least 2 weeks before my flight, that's why I returned yesterday. The officer just checked my documents less than 5 mins then I was given a pick form. That's it. Collection date will be on Aug.31. I only got the regular processing of 4 days so it's cheaper. Payment is upon collection.

Here are the docs that I have submitted:

1. Passport (original + photocopy)
2. IC/ Pass (original + photocopy)
3. Round ticket
4. Hotel Accommodation but in my case I have submitted an Invitation letter from my friend who's living there whom I will also be staying for the rest of my vacation. I have also submitted her scanned Visa in China & passport.
5. 3 months bank statement

Hope this helps :)
