where can i apply for china pemanent residency?

and have lived in china for 17 i live in shenzhen but my wife is not a permanent resident here but has her hukou in Anshun Guizhou province where am i supposed to apply?

You should submit your application for permanent residency to the PSB in the city where you live and work -your main living city.

The answer is incorrect as the PSB tell me that I cannot as my wife is not a permanent residence in Shenzhen

Hi, sir, Joe is wrong, you should apply from the PSB in the city where your wife registered her Hukou. Tel of Anshun PSB: 0853-3501515. You can contact them first before going.

Where can I apply for China pemanent residency? i have been married to a Chinese for 15 years and live in China for 17 years.
