Colorado is under the consular jurisdiction of Consulate General of China in Chicago, you need to apply China visa through the consulate in Chicago, but the consulate doesn't accept application by post. The mail back service is available. It costs 30US$ for single entry visa.

Mail Back Service means that you or someone else submit visa application to the embassy/consulate, when the visa is issued, the embassy/consulate can mail your passport and visa back to you. A handling fee of 5 dollars per envelope shall be charged besides the visa fee.
