I born in Hongkong and lost my old ID card, can i apply a new one at the NY Embassy?

I born in Hongkong and lost my old ID card, can i apply a new one at the NY Embassy? I also have two kids (10 & 8 years of age) born in US, can they also apply for a HongKong ID card too.

You can't apply a new Hong Kong ID card at the China Consulate in New York, you have to go to Hong Kong to apply for the Hong Kong ID card in person. Your kids can't apply for a Hong Kong ID card because they were born in US.
