You can go to China Visa Application Service Center in New Delhi (CVASC in New Delhi) to apply for China visa, China embassy in New Delhi only accepts the China visa application from diplomatic/service/official passport holders.

The address of CVASC in New Delhi: 1st Floor, Commercial Tower, Le Meridian Hotel, Raisina Road, New Delhi
