Can I apply for renewal of my passport by mail since I am here in Mongolia?

I am in the process of applying for work permit and work visa. The Mongolian authorities require passport with at least one-year validity. Can I apply for renewal, by mail, while I am here in Mongolia. My current passport will expire in April 2012. If yes, how long is the processing to get my new ePassport?
