can i apply for renewal of my passport by mail since i am here in mongolia?

I am in the process of applying for work permit and work visa. The Mongolian authorities require passport with at least one-year validity. Can I apply for renewal, by mail, while I am here in Mongolia. My current passport will expire in April 2012. If yes, how long is the processing to get my new ePassport?

You can't apply for Philippines passport renewal by mail, you have to go to Beijing in person to submit visa application, the regular processing will take 15 working days and expedited processing will take 10 working days.
