I hold HKSAR passport from Canada to China, may I apply visa instead of Home Return Permit in Toronto?

Can I send somebody to apply Home Return Permit, not in person? How much to apply?

If now you don't hold Home Return Permit in Toronto, you have to apply for a China visa in Toronto. You can only apply visa Home Return Card can through China Travel Service in Hong Kong. The Public Security Department of Guangdong Province will accept the application and issue the Home Return Card.
