My China Z visa was denied here in manila, can i try re-apply it in other embassy like cebu?

My visa was denied recently here in manila, i wanna try apply it to other place here in manila like embassy in cebu. is it posible, or they will know by computer that i was denied oin manila. pls answer me. tnx
