Is there a particular reason for China visa fee increase only for Mexican passport holders?

My mom is visiting in Hk and we wanted to.go to China. Usually the price is the same as for any other country, but now they told us the price for Mexican passport holders increased. Is there a particular reason for that increase only for Mexican passport holders?
