About:China Transit Visa

Do I have to get a transit visa if I stop over at Guangzhou airport for 2 hours?

On the flight operated by China Southern Airlines from Fukuoka Japan to Ho Chi Minh Vietnam, I ll stop over at Guangzhou for 2 hours and have no intention to go out of the airport.
I am holding Japanese visa and Vietnamese citizen passport.
As I know, I do not have to get the transit visa, but i do not know why the travel agency in Japan ask me to get the Chinese transit visa . Thank for answers!!

A transit visa is not required if you stop over at Guangzhou for 2 hours and have no interntion to go out of the airport.

I think the travel agency in Japan asks you to apply for transit visa because he/she is afraid that you will be denied to board the flight without a valid China transit visa.
