Can I ask messenger to submit visa requirements to the Chinese embassy here in Manila?

Can I ask messenger to submit visa requirements to the Chinese embassy here in Manila? What is the procedure for this? how will we know if the visa is approved?

The mailed visa application is not accepted by China embassy in Manila, if you can't come to the embassy in person, you can use a travel agency, visa agency or someone else to submit visa application.
